Organizational Development/History

The Center for Teaching and Learning Resources (CTLR) was formally established in February of 2008 as a result of the 114th University Affairs Meeting and the Regulations concerning the CTLR passed by the University Board of Trustees for the purpose of improving the quality of teaching, integrating University resources, coordinating executive sectors, assisting with teaching development for faculty, and facilitating learning for students.

The Center is headed by one Director, who is at the current time the Vice President Bing-Jean Lee. He takes on the responsibilities in general operations of the Center and is assisted by a secretary. There are three sections and two duty grouping centers:

l       Section for Excellence in Learning and Teaching offers suggestion on alternative approaches and advice on improvement strategies of academic qualities and projects R & D.

l       Section for Instructional Technology Development oversees the whole system of digital learning and teaching and academic technologies such as application of academic E-learning platforms.

l       Section for Digital Teaching Materials Development manages development of digital learning materials and trains technicians’ assistant.

l       Center for Faculty Development

l       Center for Student Advising and Learning

Mission Statement/Purposes and Goals

l       In its broadest terms, the purpose of the CTLR is to promote excellence in teaching at all ranks and excellence in student learning inside and outside the classroom through effective integration, application, execution, and promotion mechanisms. Our goal is to maximize the effect of the University software and hardware systems procured for teaching and learning purposes so that teaching can be equally paralleled with international trends of education and that our education be characterized by commitment in sustainable development.

l        Our concrete objectives are to assist faculty and teaching assistants to provide the training and resources to make excellent teaching possible, facilitate students’ learning processes, promote academic technologies and digital materials development, administer education quality insurance and international education certification, and actively encourage inter-university cooperation and partnerships through Teaching and Learning Resource Center in the Central Area of Taiwan.

Development Perspectives

Short-term Visions: The excellence in teaching and learning plan lasts for 4 years (2005.8~2009.7). During the years FCU successfully achieved the goals of integrating intra-university resources in light of galvanizing the strength kept by all sectors of the University and expanded a complete and concrete horizon of development, receiving praise from both inside and outside of the University. This certifies that we have chosen the right path and it has been proven to be largely feasible. Therefore, the Center will keep on the current work in the Project and promotion of CTLR in Taiwan’s Central Area.

Mid- through Long-term Planning and Visions:  In addition to continuing all aspects of the excellence  in teaching and learning plan , the Center will focus on the above-mentioned missions and objectives, including growth of faculty teaching experiences, learning progress of students, development of digital materials, academic e-learning (Blackboard), as well as cooperation with other institutions and industries. More technical services will be available to faculty and students so they can benefit from well-equipped facilities and mechanisms so that both learning and teaching are expected to take a tremendous leap in terms of their effects. The FCU will have to deal with more competition in the academia in the future. And the Center serves as the best preparation for it as it can efficiently utilize available resources and create new ones that help the University maintain its leverage and keep the promise of realizing the excellence  in teaching and learning plan.

Summary of Services

l          Teaching development for faculty: With a focus on faculty’s professional growth, the Center assists faculty in designing courses and management, offers teaching resources derived from technologies, facilitates production of materials, performs course evaluations and gives out academic excellence awards.

l          Encouragement of students’ learning: Combining all university sectors from Office of Academic Affairs, Office of Students’ Affairs, University Counseling Office, to Office of Physical Education, the Center aims to encourage active motivation to learning through comprehensive promotions such as career planning and customized variety of learning opportunities so that students can incrementally strengthen their expertise and core abilities.

l          Approach to elevation of quality and learning and teaching: A research on interactions between students and faculty of our University and general higher educational institutions can stimulate a study about the quality of teaching and learning as well as teaching strategies and learning methods.

l          Maximization of academic resources: Based on E-classes (Blackboard), the Center integrates course design and digital learning materials, develops software and operation procedures, propels application of teaching platforms, and initiates teaching characteristics. The task of maintenance of academic technologies is performed cooperatively by the Center and the University Library.

l          Development of digital materials: The Center seeks to develop all sorts of digital materials and it also tries to recruit teaching assistants and technology assistant through short-term educational training to help out the faculty. Accompanied by our distant learning platform that is not limited by time and space, this can altogether help students’ learning progress and teaching efficiency.

l          Teaching space and arrangement of facilities: The Center helps out the design of the teaching space and gets deep into the relationships between virtual and actual classrooms and expands the usage of classroom facilities. Relevant space rental and use are governed by OAA, OGA, OI, and the Center.
